In a bowl, combine the spare ribs, garlic, soy sauce, honey, rice vinegar, black pepper, and salt. Mix well to coat the ribs.

Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the ribs and cook until browned on all sides.

Add the green beans and red chili (if using) to the skillet. Cook, stirring occasionally, until the green beans are tender-crisp, about 5-7 minutes.
