Cream Puff Cake

- 3 cups milk
- 2 packages (3.4 ounces each) instant vanilla pudding mix
For the Topping:
- 1 1/2 cups heavy whipping cream (or an 8-ounce container of whipped topping)
- 2–3 tablespoons powdered sugar (optional)
- 1 teaspoon vanilla extract
- Chocolate syrup or shaved chocolate, for garnish
